Oldway Mansion, Paignton
Ravenslade guides Torbay Council on Grade II* listed building redevelopment, providing costed feasibility for council offices, residential use, and heritage funding strategies
Working collaboratively with LHC Architects, Torbay Council, conservation specialists, viability consultants, and key stakeholders, Ravenslade played a vital role in the development of a masterplan aimed at securing future investment. Funding routes explored included the National Lottery Heritage Fund, Levelling Up funding, and Torbay Council’s capital programme.
As part of the commission, Ravenslade developed and costed two redevelopment options:
Option 1 – Council Offices
Ground Floor: Redeveloped to accommodate a mix of uses including registry services, a new entrance via the east elevation, permanent exhibition space, café, retail units, and flexible office space.
First Floor: Proposed uses included event hire space, café, wedding venue, and office accommodation.
Second & Third Floors: Designed to provide a mix of open-plan and cellular office space, along with meeting rooms.
Option 2 – Residential Use
Ground Floor: Redeveloped for mixed uses including registry services, a new east-facing entrance, exhibition space, café, and creative studios available for lease.
First Floor: Provision of event hire space, gallery, wedding venue, and a single self-contained residential unit.
Second & Third Floors: Converted to multiple self-contained residential apartments.
The final costed options were presented to Torbay Council and now form the foundation for the site’s masterplan and future redevelopment strategy.
